Pennsylvania's Uniform Construction Code provides a statewide baseline, but municipalities may enforce through their own departments, an authorized third-party agency, or the Department of Labor & Industry. Philadelphia and Pittsburgh have distinct local processes and amendments; the actual parcel determines the authority having jurisdiction.

Southeastern 4A conditions, northern and western 5A/6A cold, Erie lake-effect snow, river floodplains, limestone karst, anthracite and bituminous mine areas, soft alluvial soils, and freeze-thaw cycles produce different structural, civil, MEP, and energy decisions. A neighboring city is not a sufficient site proxy.

A responsible Pennsylvania PE confirms scope and licensure for the project, while the owner and design team confirm AHJ requirements, utility capacity, geotechnical information, conservation-district or DEP permits, energy documentation, and any city performance program. Engineering supports those decisions; it does not promise a seal, permit, approval, coverage, or schedule.
