The engineer identifies the applicable code edition, load criteria, assumptions, and information still needed before performing the work.

Sometimes. A PDF may support a narrow scope, but the responsible engineer may need editable backgrounds, field measurements, equipment data, survey, geotechnical information, or other records before accepting responsibility.
Are calculations the same as a PE stamp?
No. Calculations are engineering evidence; a PE seal represents professional responsibility for eligible work after the engineer performs or independently reviews it under applicable rules.
Will calculations guarantee permit approval?
