Board rules, seal requirements, comity processes, and verification systems change. NCEES, a project owner, or a contractor cannot substitute for the state's official record.

A seal is tied to professional responsibility

Apex Grid does not sell a stamp-for-hire service. Where a project is accepted, the responsible engineer defines the scope, reviews the design basis, performs or verifies the necessary work, coordinates eligible documents, and determines whether signing or sealing is appropriate. Construction, agency, utility, architecture, survey, geotechnical, and specialty responsibilities remain distinct.
