Treat CDOT, Water Management, and MWRD transmittals as distinct approvals rather than assuming a DOB permit covers the street or sewer.
Code context
Illinois adopts a statewide building-code baseline through the Capital Development Board; the applicable edition and locally adopted amendments must be checked with the AHJ at intake. Energy work follows the Illinois Commercial and Residential Building Standards Act and its Illinois commercial standard. Chicago stormwater, sewer, grading, zoning, landscape, and public-way requirements are local and can be triggered by impervious-area changes or connections. Check current Chicago and MWRD criteria, including any threshold or release requirement, against the survey, watershed, and proposed disturbance.

A Chicago site plan must show the public edge
Driveways, sidewalk vaults, alley aprons, curb cuts, hydrants, street trees, and protected infrastructure can constrain a site before grading begins. A topographic survey should identify the public-way interface and the civil narrative should assign each improvement to the correct agency or owner.
Combined sewers make assumptions expensive
A proposed connection needs invert, capacity, backwater, and approval information. Where detention or controlled release is required, the concept should account for MWRD and Chicago criteria, maintenance access, overflow routing, and the possibility that a basement elevation changes the feasible gravity path.
Urban flood resilience is a design coordination task
Cloudburst runoff can reach a low loading dock or basement from neighboring pavement even when the parcel itself is outside a mapped flood zone. Grading, emergency overflow, foundation drainage, backflow protection, and landscape storage should be coordinated with architecture and waterproofing.
Chicago public-way restoration needs a separate ledger
A curb cut, vault, alley patch, sidewalk opening, and sewer connection can each carry a different owner and restoration obligation. Track the CDOT public-way permit and Water Management/MWRD disposition separately from private grading so the civil set does not imply that DOB authorizes street work.
Permit and engineering steps
- Obtain a current boundary and topographic survey, title and easement information, utility locate data, and the applicable FEMA and local floodplain records.
- Read the parcel's Chicago DOB, CDOT public-way, Water Management, and MWRD intake requirements against the survey, assigning each curb, sewer, water, excavation, and street item to its reviewing agency.
- Prepare the CDOT/Water Management civil exhibits with grading, utility, stormwater, erosion-control, access, restoration, existing and proposed inverts, and named maintenance parties.
- Coordinate the civil set with structural foundations, landscape, plumbing, fire access, and geotechnical recommendations before the responsible PE seals where required.
- Submit agency applications separately when necessary and revise connection, detention, or public-way details in response to written comments.
- Obtain the applicable CDOT public-way permit and Water Management/MWRD sewer disposition, then carry those artifact numbers into the civil release; a DOB approval alone does not authorize street or sewer work.
