Pre-construction is where a commercial project earns or loses its schedule. A general contractor can build efficiently only after the team has clarified the scope, existing conditions, permit path, budget, long-lead items, and decision owners. 1. Confirm the project brief

Write down what the finished space must do before discussing finishes. 2. Verify existing conditions

Unknown conditions should appear as explicit allowances or investigation items in the budget.

3. Establish a permit-ready scope

Define which drawings and calculations are included, who owns each discipline, and which jurisdiction reviews the work. The permit set should coordinate architecture, structural, MEP, civil, accessibility, energy code, fire-life-safety, and special inspections where applicable. A contractor estimate is only as reliable as the scope it prices; incomplete documents produce a low first number followed by change orders.

4. Build the budget around risk

Separate known scope, allowances, alternates, escalation assumptions, owner-furnished items, and contingency. Identify cost drivers such as electrical service upgrades, HVAC replacement, structural reinforcement, hazardous materials, utility relocation, long-lead equipment, occupied areas, and local permit conditions. A useful budget explains uncertainty instead of hiding it inside one large contingency.

5. Lock the schedule logic

Map design completion, permit submission, plan review, procurement, fabrication, mobilization, inspections, commissioning, and turnover. Identify long-lead equipment before publishing the final schedule. If the project is phased, show the handoffs between phases and the protection measures needed to keep the facility operational. Name the dates the owner must make decisions; silent decisions are a frequent source of delay.

6. Choose the delivery relationship

Ask whether the project needs a traditional general contractor, construction management, program management, or a combination.
