Short answer: A commercial permit set is ready when the drawings, calculations, forms, and discipline assumptions describe the same project and address the reviewing jurisdiction’s current requirements. A set is not ready simply because every consultant has issued sheets.
The cover sheet, code analysis, plans, schedules, and consultant documents should agree on the address, occupancy, construction type, area, scope of work, and applicable code editions. Existing conditions and new work should be distinguishable. Deferred items, alternates, and owner-provided equipment should be identified rather than left for the reviewer to infer.
Architectural layouts must allow the clearances and routes required by structural, mechanical, electrical, plumbing, civil, accessibility, and fire-life-safety work. Equipment shown on one discipline’s sheets should appear in the loads, connections, supports, and schedules of the others. Sections and details should resolve congested or unusual conditions that plans alone cannot explain.
Code editions, local amendments, digital file standards, calculation requirements, energy documents, special-inspection forms, and professional seals vary. Confirm the current checklist before the issue date. For multi-state programs, use a controlled prototype and document the local changes for each site instead of assuming one package can be submitted everywhere unchanged.
Before submittal, check sheet references, detail callouts, equipment tags, room names, revision dates, calculation inputs, and required signatures. The goal is not to guarantee a comment-free review; reviewers may interpret requirements differently. The goal is to remove preventable contradictions and give the reviewer a complete, traceable basis for approval.
