How Do SCADA and Controls Work on a Utility Solar Plant?

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

Solar plant SCADA networks every inverter, tracker, meter, and weather station through a plant controller that executes curtailment, voltage regulation, and ramping — with layered data analytics and cybersecurity designed in from the start.

Network architecture and communications

The communications design maps every device to the plant controller over a deterministic network — typically fiber rings through the site for the critical paths, with wireless or serial links where fiber is impractical. I design redundancy into the paths that carry protection and dispatch: a single fiber cut should not blind the plant controller. Bandwidth and latency are checked against the polling rates the analytics and the utility require, and the network equipment itself — switches, media converters — is specified for the enclosure environments and temperature ranges it will live in, with spares on the shelf.

Grid compliance functions

The interconnection agreement dictates a list of behaviors the plant must perform, and the controls design implements each one: voltage and reactive power regulation at the point of interconnection, frequency response, ramp-rate limits, and low-voltage ride-through coordination with the inverter settings. I verify these functions in factory and site acceptance testing with simulated grid events, because the utility will test them during commissioning and a failure delays energization. Setpoint management is documented so future firmware updates do not silently change the behavior the utility approved.

Solar SCADA design checklist

A SCADA and controls design is complete when it clears this checklist. Controls are what make the plant a grid resource instead of a collection of panels. • Plant controller specified to execute curtailment, voltage regulation, and ramping • Communications network mapped with redundancy on critical dispatch paths • Data list tied to revenue metering, performance analytics, and fault alarming • Grid compliance functions tested against interconnection requirements • Cybersecurity segmented, authenticated, and aligned with utility requirements

What else do project teams ask?

What does a solar plant controller do?
It acts as the brain between the utility and the equipment. The plant controller receives dispatch and curtailment commands — from the utility, the market operator, or the owner's energy management system — and translates them into setpoints for every inverter on site within seconds. It also runs the autonomous grid functions: holding voltage and power factor at the point of interconnection, limiting ramp rates, and responding to frequency events per the interconnection requirements. Without it, the plant is hundreds of independent inverters; with it, the plant is one dispatchable resource.
How does curtailment work on a solar farm?
The utility or market operator sends a curtailment signal — reduce output to a specified level — and the plant controller ramps the inverters down to match, typically within the seconds-to-minutes timeframe the agreement requires. The SCADA design verifies the full chain: signal receipt, controller response, inverter execution, and metered confirmation at the point of interconnection. Curtailment events are logged with timestamps for settlement, since curtailed energy has contractual and financial consequences. The design also handles the release cleanly — ramping back up at the allowed rate rather than slamming to full output.
What data should solar SCADA collect?
Enough to operate, settle, and diagnose — no more, no less. Revenue-grade metering at the point of interconnection, inverter-level AC production and status, DC string or combiner currents where monitored, tracker angles and faults, transformer temperatures, and weather station data including plane-of-array irradiance, ambient temperature, and wind speed. The design pairs the data list with the analytics that will use it: performance ratio calculations, soiling detection, and fault alarming. Sensors that nobody's analytics consume are just maintenance liabilities.
How is cybersecurity handled in solar plant controls?
By treating the control network as critical infrastructure. The design segments operational technology from business networks, requires authenticated and encrypted access to the plant controller and HMI, and follows the utility's cybersecurity requirements for the interconnection — which increasingly include specific standards and audit rights. Remote access for the O&M team goes through secured channels, not open ports. A plant whose inverters can be reached from the public internet is a plant waiting for a very bad day.
