How Is Microgrid and Power-Resilience Engineering Done in Puerto Rico?

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

Puerto Rico microgrids combine solar PV, battery storage, and fast islanding controls sized from the facility's critical loads and target outage duration. The design covers protection coordination in both grid-connected and islanded modes, utility interconnection approval, and hardened, elevated equipment, all permitted through the AHJ with utility review.

Sizing Generation, Storage, and Islanding Controls

Sizing begins with metering or modeling the facility's real load profile, not its connected nameplate. The engineer identifies critical panels, quantifies their coincident peak and energy use through a design outage window, and sizes the PV array to carry daytime loads while recharging the battery, with the battery sized to carry nighttime and cloudy-day critical energy. The inverter capacity must start the largest motors without collapsing voltage, which often governs the power rating more than the energy total does. The islanding controls are the brain of the system. A microgrid controller monitors grid voltage and frequency, opens the point of interconnection when the grid fails, and manages the transition so critical loads see no interruption. On grid return, it synchronizes voltage, frequency, and phase before reconnecting. Protection settings differ between modes: fault currents from inverters are far lower than from the utility, so relays and breakers need settings validated for islanded operation. Commissioning includes witnessed islanding tests that prove the sequence works before the system is accepted.

Hardening, Interconnection, and Permitting

A microgrid that floods or blows away is not resilient. Electrical rooms, inverters, batteries, and switchgear are elevated above the design flood elevation, anchored for the site's wind and seismic forces, and housed in enclosures rated for the corrosive marine environment. Conduit and cable routing avoids flood-prone paths, and the design documents the anchorage and elevation on the permit drawings so the reviewer can verify them. Utility interconnection is its own approval track. The engineer submits an interconnection application with one-line diagrams, equipment cut sheets, and protection studies; the utility reviews for safety and grid impact, and witness testing confirms the anti-islanding and synchronization functions. In parallel, the electrical permit goes through the AHJ, which may be OGPe or an autonomous municipality, with its own plan-check corrections. The project schedule should sequence utility review early, because interconnection timelines are frequently the critical path.

What else do project teams ask?

What is a microgrid?
A microgrid is a local energy system with its own generation and storage that can operate connected to the utility grid or islanded from it. When the main grid fails, the microgrid disconnects at the point of interconnection and keeps its critical loads powered from on-site solar, batteries, or other generation, then resynchronizes when the grid returns.
What is Act 17 and how does it affect microgrid projects?
Act 17 of 2019, the Puerto Rico Energy Public Policy Act, set renewable targets of 40 percent of electricity by 2025 and 100 percent by 2050. It created the policy framework behind the island's microgrid and distributed-energy push, and federal programs like FEMA recovery funding and DOE resilience funds have financed projects under that framework.
How long can a microgrid keep a facility running?
It depends on the design. The battery and solar are sized for a specific outage window the owner chooses, such as 24 or 72 hours of critical loads, based on the load profile and solar resource. Longer autonomy costs more in storage; many designs pair batteries with a backup generator for extended events, with the battery handling the transition seamlessly.
Who approves a microgrid interconnection in Puerto Rico?
Two tracks run in parallel: the utility reviews and approves the interconnection for grid safety, and the AHJ, OGPe or the autonomous municipality, reviews the electrical permit set. Both must sign off before the system operates in grid-connected mode. Timelines vary, so interconnection applications should be filed early in the project.
