California PE Stamp Requirements for Building Permits

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

California permit documents require a CA-licensed PE's seal under B&P Code 6735's responsible-charge standard — with Title 24 energy compliance verified as part of the review, seismic criteria addressed, and the set prepared for the AHJ's amendments (LADBS/ePlanLA in Los Angeles).

I'm Jeremy Mills, CEO & Founder of Apex Grid Engineering and a U.S. Air Force veteran. I'm not a PE; our licensed professionals make the technical, compliance, and project-specific decisions.

Illustrative diagram of the professional engineer review and seal workflow: drawings are reviewed against a checklist, sealed by a licensed PE, and issued as a permit set.

The California review package: code, seismic, Title 24

A California responsible-charge review covers three domains that each demand genuine engineering attention. The California Building Code with the AHJ's local amendments sets the structural and life-safety baseline — our PEs verify the design against the amendments in force at submittal, not a generic code edition. Seismic criteria get independent verification: lateral systems, detailing, and the calculations behind them, because California reviewers check this work closely. Title 24 energy compliance is verified as an engineering deliverable — systems, controls, and documentation — not delegated to an assumption. Each domain gets its own review pass, and required revisions in any of them are marked and re-verified before sealing.

Preparing for LADBS and ePlanLA

Los Angeles projects get LA-specific preparation. Our California PEs review against the LADBS amendments to the California codes, verify the corrections posture the set will face (LADBS reviewers are thorough and their correction lists are detailed), and deliver the sealed set as clean, portal-ready PDFs through ePlanLA with digital seals properly applied. Correction responses are planned to be complete and clearly marked, because ePlanLA tracks resubmittals against original comments. The goal is a first submittal that reflects LA's actual requirements — designed by a PE who has accounted for the jurisdiction, not a generic California set uploaded to the LA portal.

California sealing checklist

A California permit set is properly sealed when these conditions are met. Each one reflects a requirement the AHJ will check. • Sealing PE holds a current California license and is competent in the discipline sealed • Responsible charge established per B&P Code 6735: full review, independent verification, revisions confirmed • Title 24 energy compliance verified with documentation in the set • Seismic design verified against California criteria with calculations to support it • Set prepared for the specific AHJ's amendments and portal (ePlanLA for LADBS projects)

What else do project teams ask?

What is California Business & Professions Code 6735?
B&P Code 6735 is the statute establishing the responsible-charge standard for California PE seals: a PE may seal only work they performed or that was performed under their responsible charge — direct supervision and control. For drawings originated elsewhere, responsible charge is established through the full review sequence: complete review, independent verification, marked revisions, confirmed corrections, then the seal. The statute is the legal backbone of every legitimate California review-and-seal, and a seal applied without that review violates it. Our California PEs structure every engagement around satisfying 6735.
How does Title 24 affect the PE's review-and-seal?
Title 24, California's energy standards, makes energy compliance an engineering deliverable the PE's review must verify — HVAC system efficiency and sizing, lighting power and controls, envelope performance, and the compliance documentation demonstrating the design meets the standard. Our California PEs verify Title 24 compliance as a formal step of the review, before sealing, because LADBS and other AHJs check it during plan review and corrections on energy provisions are common for out-of-state-prepared sets. A California seal on an MEP set implicitly warrants that this verification happened; we make it explicit.
What is LADBS ePlanLA and how does it change submittals?
LADBS — the Los Angeles Department of Building and Safety — runs plan review through ePlanLA, its electronic submittal and review portal. Sealed sets upload as portal-ready PDFs with properly applied digital seals, reviewers issue electronic correction lists, and resubmittals are checked against prior comments. LA also enforces its own amendments to the California codes, which the PE's review must address. I prepare California sets for the specific AHJ's portal and amendment package — a set engineered for San Diego's process will not be optimally prepared for LADBS, and the review should reflect the difference.
Can a PE licensed in another state seal California permit drawings?
No — California permit documents must be sealed by a California-licensed PE. California does offer comity licensure for PEs licensed elsewhere, but the individual must hold the California license before sealing California work; there is no temporary or courtesy sealing provision for permit documents. An out-of-state design can be brought into compliance through review-and-seal by a California PE who takes responsible charge under B&P 6735 — reviewing, verifying, correcting, then sealing. The originating designer's work is the starting material; the California PE's verified review is what the seal certifies.
