Arizona PE Stamp Rules: Board of Technical Registration

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

Arizona permit documents require an Arizona-licensed PE seal under the Board of Technical Registration's AZ R4-30 responsible-charge rules — with desert-condition engineering (soils, extreme heat, wind/seismic) verified and the set prepared for the AHJ's portal (SHAPE PHX in Phoenix).

I'm Jeremy Mills, CEO & Founder of Apex Grid Engineering and a U.S. Air Force veteran. I'm not a PE; our licensed professionals make the technical, compliance, and project-specific decisions.

The Arizona review: rules plus desert reality

Our Arizona responsible-charge review runs on two tracks simultaneously. The regulatory track satisfies the Board's AZ R4-30 requirements: the sealing PE's Arizona licensure and discipline competence, complete drawing review, independent verification of engineering and calculations, marked revisions with confirmed corrections, and the seal applied only to the verified set. The conditions track addresses Arizona's physical reality: soils checked against the geotech report, MEP systems verified at desert design conditions, wind and seismic criteria confirmed in the calculations. Both tracks complete before sealing. A set that satisfies the rules but ignores the desert — or addresses the desert without the rule-required verification — is not ready for an Arizona seal.

Preparing for Phoenix and Valley AHJs

Phoenix dominates Arizona permitting volume, but the Valley's cities each run their own departments with their own amendment packages — Scottsdale, Mesa, Tempe, Chandler, Glendale, and the county for unincorporated areas. Our Arizona PEs identify the actual AHJ for the parcel, confirm its adopted code edition and amendments, and engineer the review to that package — then deliver the sealed set formatted for the jurisdiction's portal (SHAPE PHX for Phoenix). The review anticipates the correction posture of the specific reviewer: Phoenix's electronic correction lists are detailed and tracked, so our correction responses are complete and clearly marked. Jurisdiction-specific preparation is part of the review, not an administrative afterthought.

Arizona sealing checklist

An Arizona permit set is properly sealed when these conditions are met — each one verifiable by the AHJ or the client. • Sealing PE holds a current Arizona Board of Technical Registration license in the sealed discipline • Responsible charge established per AZ R4-30: full review, independent verification, revisions confirmed • Desert conditions verified: soils vs. geotech, MEP at extreme-heat design conditions, wind/seismic addressed • AHJ's adopted codes and amendments identified and designed to; set formatted for its portal • Registrant status verifiable through the Board's public records

What else do project teams ask?

What is the Arizona Board of Technical Registration?
The Arizona Board of Technical Registration is the state agency that licenses and regulates professional engineers (along with architects, land surveyors, geologists, and landscape architects) in Arizona. Its AZ R4-30 rules govern the practice — including sealing requirements, responsible charge, and professional conduct. Only a PE licensed by this Board may seal Arizona engineering documents. Our Arizona PEs hold current Board licenses, and clients can verify any registrant's status through the Board's public records before engaging.
What does responsible charge mean under Arizona's rules?
The same professional core as every state: the sealing registrant must have exercised supervision and control over the engineering work. For drawings originated elsewhere, that means the full review sequence — complete review, independent verification of calculations and code compliance, marked revisions, confirmed corrections, then the seal. Arizona's rules do not permit sealing on the originator's say-so, and the Board enforces the standard. Our Arizona review-and-seal engagements document the review trail — comments, revisions, re-verification — as the evidence of responsible charge.
How does SHAPE PHX affect sealed submittals?
SHAPE PHX is the City of Phoenix's electronic plan review portal — the submittal, review, correction, and resubmittal workflow for Phoenix permits. Sealed sets upload as clean PDFs with digital seals properly applied (verifiable signatures tied to the licensee), reviewers issue electronic correction lists, and resubmittals are checked against prior comments. I confirm Phoenix's current digital-seal formatting requirements before uploading, because intake rejections for formatting are avoidable delays. The portal's transparency also means correction history is visible — another reason the set should be fully reviewed before the first upload.
What Arizona conditions must the PE's review address?
Three dominate. Soils: expansive and collapsible soils occur across the Valley, and foundation design must reflect the geotechnical report's recommendations — our review checks that it does. Heat: extreme summer temperatures affect MEP engineering — equipment capacity and efficiency at design conditions, electrical derating, plumbing and roofing material considerations. Wind and seismic: the calculations must address the applicable criteria, not assume desert conditions mean low loads. An Arizona review-and-seal that ignores these is not a review of Arizona engineering; our PEs verify each one explicitly.
