The General Rule
Any project that affects the structural system of a building — or that involves new construction — requires structural drawings and calculations as part of the permit submittal. These documents must typically be signed and sealed by a licensed professional engineer (PE). "Structural system" includes foundations, framing members, lateral systems (shear walls, braced frames), and any element that carries loads from the building to the ground.
Common Permit Triggers
- Load-bearing wall removal — always requires structural engineering
- New beams or headers — any beam added or modified in a permitted scope
- Building additions — new foundations, floor framing, roof framing, and lateral system design
- Rooftop equipment — RTUs, generators, solar, and heavy mechanical units often require structural calculation
- Mezzanines and platforms — new elevated platforms or mezzanines within existing buildings
- Retaining walls above a threshold height (typically 4 feet in most jurisdictions)
- Decks above grade — typically any elevated deck requires structural documentation
- Seismic retrofits — the entire point of the permit is to document the structural work
- Change of occupancy — when the new use requires higher design loads
How Jurisdictions Vary
Building codes are adopted and amended at the state and local level. Permit requirements — and the specific format of structural documents required — vary by jurisdiction. Some cities have prescriptive standards that allow simple projects without full engineering (conventional light-frame construction in low-hazard areas, for example). Others require PE stamps for a broader range of work.
