When Is a Geotechnical Report Required?

Geotechnical reports are required for many projects but not all. Here's when a soils report is needed, who requires it, and how to confirm for your site.

A geotechnical report is generally required whenever a project transfers meaningful new load to the ground, whenever a building department mandates it, or whenever site conditions create uncertainty a structural engineer cannot responsibly assume away. New buildings, additions with new foundations, retaining walls, pavements, and projects on slopes, fill, or problem soils typically require one. The definitive answer comes from the local building department and the project's structural engineer, both of which can trigger the requirement independently.

Common Situations That Require a Report

New Construction

Most new buildings require a geotechnical investigation so the foundation can be designed for actual bearing capacity and settlement behavior rather than conservative assumptions. Larger and taller buildings carry heavier loads and almost always require one.

Additions With New Foundations

When an addition adds new footings, piers, or piles, the soil beneath those elements must be characterized. Even a modest addition can require a report if it introduces new bearing points.

Retaining Walls and Slopes

Retaining walls depend on soil properties for lateral earth pressures, sliding, and overturning. Slopes require stability analysis. Both typically require geotechnical input, and hillside jurisdictions often mandate it.

Pavements

Parking lots, drive aisles, and roadways need subgrade characterization to design a pavement section that will not fail prematurely. Geotechnical testing informs the pavement thickness design.

Who Triggers the Requirement

Two parties most often require a report. First, the building department may require it by local ordinance, by building code provisions for certain occupancies or sizes, or because of mapped hazards such as seismic, expansive soil, or landslide zones. Second, the structural engineer may require it to design foundations responsibly — without soil data, the engineer would have to make conservative assumptions that may not be permitted or safe. A lender or insurer may also require one during due diligence.

When It Applies to Your Project

If you are building new, adding foundations, retaining earth, paving, or building on a site with known difficult soils, plan for a geotechnical report. If your project is interior-only or does not add load to the ground, a report may not be needed.
