The final package should explain assumptions, applicable criteria, scope boundaries, and unresolved items in language a reviewer and builder can follow.
The responsible engineer decides whether drawings, dimensions, field evidence, equipment data, survey, geotechnical information, or testing is sufficient. A calculation book cannot cure an unknown project scope or stand in for the authority's review.
