A responsible record makes clear which information came from the owner, which was observed, which was designed, and which still needs confirmation.
The responsible engineer decides whether drawings, dimensions, field evidence, equipment data, survey, geotechnical information, or testing is sufficient. A calculation book cannot cure an unknown project scope or stand in for the authority's review.
