Not every roof replacement needs a structural engineer — but some absolutely do. Here's how to know before you bid, not after the plan checker calls.
Commercial roofing replacements feel routine until the permit counter asks for a structural letter — and suddenly a straightforward reroof is waiting on engineering. Knowing in advance which conditions trigger a structural review is the difference between a smooth permit and an unplanned redesign.
In most jurisdictions, a like-for-like replacement — same roofing material, same weight class, no new equipment — qualifies as a simple permit with standard documentation: scope of work, material specs, and a contractor's license. The existing structure was designed for that load, and the building department accepts the condition as-built. Many jurisdictions also allow one overlay of new roofing over existing material without structural review, subject to the adopted code's limitations on roof covering layers.
Added dead load. Switching from a lightweight membrane to a ballasted system, adding rigid insulation thickness, or specifying a heavier assembly than what the structure carried before — any meaningful increase in dead load should be checked against the existing framing capacity. The margin in older roofs is often small.
New rooftop equipment. RTUs, solar arrays, mechanical screens, and exhaust fans all add concentrated loads. Even a modest rooftop unit can require a point-load review of the supporting purlins or joists, and solar rack attachments introduce uplift loads the original structure never considered.
Drainage changes. Reroofing is often the moment to correct long-standing ponding problems. But redirecting drainage changes where load accumulates in a rain event — the critical 5-inch-per-hour design storm in many codes — and the structure needs to carry that load wherever the water ends up.
Diaphragm or edge conditions. If the existing parapet or edge detail is being modified, or if the reroof changes the attachment pattern at the roof deck, some building departments will ask for a diaphragm adequacy statement — particularly in high-wind or seismic zones.
Change of occupancy or older construction. Buildings with change-of-occupancy permits pending, or pre-1980 construction in jurisdictions with mandatory seismic upgrade triggers, can find that a roofing permit opens a broader conversation about the lateral system.
The most efficient path is a pre-submittal checklist: document the existing roof assembly and confirmed dead load, the new assembly weight, any new equipment weights and locations, and drainage routing. If the numbers are close, a quick engineering memo demonstrating adequacy is far cheaper than a red-tag on a project that is already half-torn-off. Many plan check departments will pre-screen the memo before formal submittal.
