How Does Engineering Permitting Work in Pinellas County?
By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15
Unincorporated Pinellas County permits through the county's Building and Development Review Services; 24 municipalities run their own departments. Peninsula-wide flood zones, barrier-island wind and surge design, and stormwater retrofits on built-out redevelopment sites define the engineering under each city's or the county's review.

Built-Out County: The Redevelopment Engineering Playbook
Pinellas County has essentially no greenfield land left, so its engineering practice is redevelopment practice. A typical project replaces or expands an existing building on a site whose stormwater, parking, and setbacks predate current codes. The county's and cities' redevelopment provisions determine how much of the site must be brought to modern standards — and the answer is often a negotiated middle ground between full compliance and existing-conditions grandfathering that the engineer documents carefully. Stormwater retrofits are the signature civil challenge. A 1970s shopping center being redeveloped cannot fit a modern retention pond, so the engineer designs underground detention vaults beneath the parking lot, pervious pavement in stalls, and treatment devices in the storm structures. The geotechnical investigation addresses the high water table that limits how deep these systems go. The AHJ reviews the retrofit against redevelopment criteria that acknowledge the site's constraints while still requiring meaningful improvement. Nonconforming structures add a structural dimension. Expanding a building that does not meet current wind or flood standards triggers substantial-improvement-style evaluations: the engineer documents the existing structure's value and condition, determines what the addition or renovation triggers, and designs the compliance path. In flood zones, this can mean elevating or floodproofing as a condition of the expansion permit. The feasibility conversation happens before design, because the trigger analysis can change the project's scope.
Peninsula Floodplain: Living With Water on Three Sides
Pinellas County's geography — Tampa Bay to the east and south, the Gulf to the west — means flood exposure is not a corridor but a condition. Storm surge can arrive from multiple directions, and the county's floodplain program administers FEMA regulations across all of it. The design flood elevation varies by location and zone, and the engineer pulls the parcel's specific map data rather than applying a countywide assumption. Drainage on a flat peninsula with a high water table leaves the civil engineer little vertical room. Stormwater systems discharge to tidal waters whose levels fluctuate, and the design must prevent tidal backflow into the site while still draining intense rainfall. Tide gates, raised control elevations, and pumped systems appear where gravity drainage cannot work. The county's stormwater standards and the Southwest Florida Water Management District's criteria both apply, and the district's review is separate from the local permit. The beach communities concentrate every requirement. Their building departments administer floodplain, wind, and CCCL coordination for some of Florida's most exposed real estate, and their reviewers see the failure modes up close after every storm. Drawings for barrier-island projects should be detailed beyond the mainland norm — foundation elevations, breakaway wall details, flood vent calculations, and product approvals all documented explicitly, because these reviewers check them all.
