How Does Engineering Permitting Work in Palm Beach County?
By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15
Unincorporated Palm Beach County permits through the county's Building Division; 39 municipalities run their own departments. The county is outside the HVHZ but coastal wind and the Coastal Construction Control Line govern shoreline design, while western communities bring well-and-septic and large-scale land development review. Jurisdiction determines the submittal path.

The CCCL: Building Near the Beach
The Coastal Construction Control Line is the Florida Department of Environmental Protection's jurisdictional line along the coast, and in Palm Beach County it runs the length of the shoreline. Construction seaward of the CCCL needs state review on top of local building permits: the state evaluates impacts to the beach-dune system, and foundations, armoring, and site work face standards written to keep buildings from accelerating erosion. This is a separate approval from the city or county building permit, with its own application and review timeline. For the engineer, CCCL projects mean coordinating two sovereigns. The structural design addresses scour, wave action, and elevated foundations where the flood maps demand it; the state review addresses the environmental and coastal-process side. Deep foundations are common seaward of the line because shallow footings cannot be relied on where storm erosion can remove the surrounding sand. The design team should engage the CCCL process early — it can drive foundation type, building elevation, and site layout before the building permit drawings are even started. Even landward of the CCCL, coastal Palm Beach projects face wind-borne debris requirements, corrosion detailing for salt air, and flood-zone elevation rules. Stainless or hot-dip galvanized connectors, impact glazing, and careful specification of exterior materials are standard coastal practice. The engineer treats the shoreline as a distinct design environment, not just a wind-speed contour.
Western Communities: Wells, Septic, and Land Development
West of the coastal cities, Palm Beach County's unincorporated communities run on a different infrastructure model. The Acreage and Loxahatchee lots typically use private wells and septic systems, which puts the civil and environmental engineering at the center of the project: well placement relative to septic drainfields, soil suitability for on-site wastewater, and drainage design on flat terrain with a seasonal high water table. The county health department reviews the septic system separately from the building permit. Large planned developments in the western growth areas go through the county's full land development review — platting, road and drainage infrastructure, utility extensions, and concurrency with public facilities. This is civil engineering at the community scale: master stormwater systems, roadway design to county standards, and phasing plans that sequence infrastructure ahead of homebuilding. The county's land development code sets the standards, and the review involves county engineering staff beyond the building division. Agricultural and equestrian areas add their own layer. The western communities include working agricultural land where structures like barns and equipment buildings face the building code but the sites face agricultural exemptions and rural road standards. The engineer confirms which rules apply to the specific use and parcel rather than assuming a suburban template fits a rural site.
