How Does Engineering Permitting Work in Orange County?
By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15
Unincorporated Orange County permits through the county's Building Safety Division; Orlando and other municipalities run their own departments. Hospitality and assembly occupancies bring intensive MEP and life-safety review, while wetlands and St. Johns River Water Management District stormwater rules shape the civil scope. Jurisdiction determines the review path.

Hospitality and Assembly: MEP at Resort Scale
Orange County's hospitality sector produces some of the most MEP-intensive projects in Florida. Large hotels combine guest-room HVAC, commercial kitchens, laundries, pools and water features, and banquet assembly spaces — each with its own code requirements and each interacting with the others. The mechanical engineer sizes systems for Florida's cooling-dominated climate with humidity control as a first-order concern: oversized equipment that short-cycles leaves hotel rooms clammy, so part-load performance and dehumidification get designed, not assumed. Assembly occupancies trigger the code's most demanding life-safety provisions. Occupant load calculations drive egress width, exit counts, and travel distances; fire alarm and sprinkler design follow the occupancy classification; and smoke control or ventilation requirements apply to the large-volume spaces. The fire marshal reviews these systems alongside the building department, and the engineer coordinates submittals so the fire review and building review proceed on compatible drawings. Phased renovation of operating properties is a specialty in itself. The engineer sequences MEP shutdowns, temporary systems, and life-safety continuity so the property keeps operating while floors or wings are rebuilt. This is construction administration as much as design — the drawings must communicate phasing clearly enough that the contractor, the owner, and the AHJ all understand what stays live and what gets rebuilt when.
Wetlands, Lakes, and the St. Johns District
Central Florida's landscape is a patchwork of lakes and wetlands, and Orange County projects routinely need environmental delineation before site design. Wetland lines determine buildable area, and impacts trigger county environmental review plus potential state and federal permits. The delineation should happen at due diligence — buying or designing a site without knowing the wetland boundaries is how projects lose half their developable area to a line on a map nobody checked. Stormwater permitting runs through the St. Johns River Water Management District for surface water management systems, separate from the county's site development review. The district's criteria address water quality treatment, flood attenuation, and protection of the region's springs and waterways. The civil engineer designs to both the district's and the county's standards, and the two reviews run on independent timelines — the building permit cannot finish before the stormwater approvals it depends on. Soils and water table complete the civil picture. Central Florida's sandy soils drain well where the water table is low enough, making retention and exfiltration viable; where the water table is high, the engineer designs shallow systems or underground storage. The geotechnical investigation sets the seasonal high water table elevation, which controls pond bottom elevations and exfiltration feasibility. Every stormwater design in Orange County starts with that number.
