How Does Engineering Permitting Work in Unincorporated Kern County?
By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15
Unincorporated Kern County projects permit through Planning and Natural Resources with Building Inspection handling plan check. Active-fault seismic design, expansive-clay foundations, high-wind structural design, and extreme-heat Title 24 energy compliance are the engineering drivers.

Faults, Expansive Clays, and the Foundation Package
The county's seismic program reflects its earthquake history. In mapped fault zones, fault-rupture investigation precedes any occupied-structure design, and the building layout must respect the findings. The structural engineering for high seismic design categories delivers ductile lateral systems with complete load paths — diaphragms, collectors, holdowns, foundation ties — and the special inspection program the code requires. Liquefaction evaluation is standard where shallow groundwater exists, with ground improvement or deep foundations where the hazard is confirmed. The valley-floor clays make the foundation submittal the centerpiece of most Bakersfield-area projects. The geotechnical report gives the engineer the soil's expansion parameters, and the stiffened foundation — slab thickness, beam grid, post-tensioning or reinforcement — is designed for the expected differential movement. The county compares the foundation details to the soils recommendations line by line, and the civil grading plan must show the drainage that protects the foundation's moisture assumptions: positive fall away from the building, controlled irrigation near the structure, and no ponding against the slab edge. Expansive-soil failures here are almost always water-management failures first, so the drainage design gets the same engineering attention as the concrete.
Wind, Heat, Snow, and Flood at the Extremes
The Tehachapi and Mojave areas are genuine wind country — the structural engineer determines the site's wind exposure and designs the roof diaphragm, uplift connections, and cladding attachment for it, documenting the exposure basis in the calculations. In the same region, wind-energy development has its own permitting track, but conventional buildings still need the full wind load path from roof to foundation. Mountain parcels add roof snow-load design with drifting analysis, and the wildland interface adds Very High Fire Hazard Severity Zone construction with ignition-resistant detailing and fire-department access review. Extreme heat shapes the MEP scope. Title 24 energy compliance for sustained triple-digit temperatures requires careful envelope design, cooling equipment sizing, and ductwork and ventilation engineering — the energy model must reflect the actual climate zone's demands, and the mechanical design must deliver comfort without wasteful oversizing. Flood review applies along the Kern River corridor and in desert areas subject to alluvial-fan sheet flooding, where the county reviews site elevation, building finished floors, and drainage conveyance for cloudburst events. Oil-field areas can present subsidence and access considerations the civil engineer addresses in the site plan. Kern rewards engineers who design for the specific extreme on their parcel rather than a statewide average.
