How Is a Parking Garage Structurally Designed in Indianapolis?

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

A parking garage in Indianapolis is structurally designed as a cast-in-place or precast concrete frame with post-tensioned or conventionally reinforced slabs, engineered for vehicle live loads, lateral wind and seismic forces, and durability against deicing salts, with drainage slopes and expansion joints detailed for long service life.

Floor Systems and Gravity Design

The floor system selection balances span, depth, durability, and cost. Post-tensioned slabs dominate new Indianapolis garage construction: the prestressing keeps the concrete in compression under service loads, which controls the cracking that lets chlorides reach the steel. The engineer designs the tendon layout for the gravity loads plus the code's vehicle live loading, checks long-term deflections including creep and shrinkage effects, and details the anchorages and tendon corrosion protection — typically encapsulated systems — because a failed tendon in a garage deck is extraordinarily difficult to repair. Precast double tees and conventionally reinforced slabs remain valid options the engineer evaluates against the project's constraints. Double tees offer speed of erection but bring more joints to seal and maintain; conventional slabs are simpler to build but thicker and more heavily reinforced for the same spans. Whichever system is selected, the engineer checks punching shear at every column under the concentrated wheel loads, designs the slab-column connections for the unbalanced moments the lateral analysis produces, and coordinates the structural layout with the parking consultant's striping, signage, and clearance requirements so the finished garage parks efficiently.

Durability Against Salt and Freeze-Thaw

A parking garage is the most corrosive building type most structural engineers design, and the durability specification reflects that. The engineer writes the concrete mix for severe exposure: low water-cement ratio, air entrainment for freeze-thaw, and supplementary cementitious materials that densify the paste against chloride penetration. Reinforcement protection is layered — adequate cover, and for the most exposed decks, epoxy-coated, galvanized, or stainless reinforcement, or encapsulated post-tensioning tendons — because the cost of protection at construction is a fraction of the cost of repairing a chloride-damaged deck. Water management detailing completes the durability design. The engineer slopes every deck to drains with no birdbaths, sizes the drainage system for the design storm plus snowmelt, and details construction and control joints with sealant systems rated for vehicular traffic and deicing chemical exposure. Traffic-bearing membranes or penetrating sealers add a renewable barrier on the top level, which takes the worst weather. The maintenance manual the engineer provides schedules sealer reapplication, joint inspection, and drain cleaning — a garage designed for fifty years only reaches fifty years if someone maintains the details that protect it.

Indianapolis-Area Permitting

Within the consolidated City of Indianapolis, structural permits for parking garages go through the Department of Business and Neighborhood Services with full structural plan review: calculations for gravity and lateral systems, geotechnical report, durability specifications, and special inspection plans. Reviewers check the load path from deck to foundation and the lateral system's compliance with ASCE 7, and the authority having jurisdiction decides approvals. Sites outside the consolidated city — in Hamilton, Hendricks, Johnson, or the other surrounding counties — are permitted by those counties' or municipalities' building departments, each with its own portal, fee schedule, review timeline, and inspection staff. The structural engineering does not change at the county line, but the administrative path does. The engineer confirms the authority having jurisdiction for the site address early, submits the structural package in the format that jurisdiction expects, and coordinates special inspections — concrete, post-tensioning, structural steel, and masonry — with the jurisdiction's approved inspection program.

What else do project teams ask?

Why are parking garage slabs often post-tensioned?
Post-tensioning keeps the concrete in compression under everyday loads, which minimizes the cracking that allows deicing salts and water to reach the reinforcement. It also permits thinner slabs and longer spans, meaning fewer columns, more parking spaces, and better visibility. The engineer designs the tendon layout, anchorages, and corrosion protection as an integrated system.
What destroys parking garages fastest?
Chloride-induced corrosion from deicing salts. Vehicles carry salt onto the decks all winter; dissolved in water, chlorides penetrate the concrete and corrode the steel, which expands and spalls the concrete cover. The engineer's defense is layered: dense low-permeability concrete, protected reinforcement, positive drainage with no ponding, sealed joints, and a maintenance program of sealers and inspections.
How does the structural layout relate to parking efficiency?
Directly — column spacing sets how many stalls fit per bay and whether vehicles can maneuver. The engineer works with the parking layout to select bay sizes that fit the stall-and-aisle module, keeps columns out of drive paths and door swings, and maintains the headroom clearances the ramps and flat plates require. Structure and parking are designed together, not sequentially.
Who permits a parking garage in the Indianapolis area?
Inside the consolidated city, the Department of Business and Neighborhood Services handles structural plan review. In the surrounding counties and towns, the local county or municipal building department is the authority having jurisdiction. Portals, timelines, fees, and inspection programs differ between them, so the engineer confirms jurisdiction for the site address before sealing the permit set.
