How Is a Detroit Factory Converted to New Use?

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

A Detroit factory is converted by load-rating its heavy timber, steel, or concrete frame, running a code change-of-occupancy analysis, strengthening floors and lateral systems as needed, cutting new shafts and openings, and upgrading MEP, sprinklers, and egress - designed to the IBC and ASCE 41 and permitted through Detroit's BSEED or the local AHJ.

Load-Rating the Existing Frame

The load rating establishes what the building can actually carry, not what its drawings claim. The engineer measures member sizes, spans, and connection details in the field, tests materials where strength is uncertain, and calculates floor, column, and foundation capacities under current code load combinations. Detroit's concrete auto plants often show generous reserve capacity, while heavy-timber buildings need checking for notching, fire damage, and connection deterioration that reduce reliable strength. Where capacity falls short, strengthening is targeted. Floors can gain capacity with fiber-reinforced polymer, added steel, or new composite topping; columns can be jacketed; and the lateral system, which is the most common deficiency, gains new concrete shear walls or steel braced frames placed to minimize disruption to the new floor plans. Foundations are checked for the altered load patterns, since new shear walls and elevator cores concentrate loads the original spread footings never saw.

Change of Occupancy and Life Safety

The change-of-occupancy analysis is the code backbone of the conversion. It maps the existing occupancy to the proposed one, identifies which code provisions trigger full compliance versus the existing-building allowances, and sets the scope for structural, fire, and accessibility upgrades. Substantial alterations generally trigger seismic evaluation under ASCE 41, and the engineer designs the retrofit so the building meets the performance objective the code assigns to the new use. Egress and fire protection reshape the floor plan as much as structure does. New enclosed stairs and elevator shafts are located to serve travel distances, horizontal separations divide large floor plates, and sprinkler and alarm systems are designed for the new hazard classifications. Accessibility upgrades, from entries to unit interiors, are integrated early because they drive corridor widths, door locations, and elevator counts that the structural layout must accommodate.

Detroit's Industrial Realities

Environmental due diligence belongs at the front of the schedule. Factory sites commonly carry petroleum from storage tanks, solvents from parts cleaning, and metals from manufacturing, and discovering them mid-construction stalls the project. Phase I research followed by Phase II sampling defines the remediation scope, which is then designed alongside the structural work so cleanups and foundations share mobilization and sequencing. The buildings themselves offer assets worth keeping. Crane rails and heavy floor slabs suit maker spaces and light industrial tenants, long clear spans make dramatic residential lofts, and the industrial character that draws tenants is preserved by exposing the structure the engineer has verified. Historic tax credits can fund a meaningful share of the work where the building qualifies, with the credit requirements coordinated with the structural and architectural scope from the start.

What else do project teams ask?

Can old factory floors carry residential loads?
Usually yes, because industrial live loads often exceed residential requirements, but the engineer verifies every bay rather than assuming it. Concentrated loads, punching shear at columns, vibration from footfall on long spans, and the altered load patterns from new openings all get checked even when the uniform capacity looks ample.
What triggers a seismic evaluation in a factory conversion?
The building code's existing-building provisions tie evaluation triggers to the scale of alteration and the change of occupancy. Substantial structural alterations or a change to a higher-hazard occupancy generally requires evaluating the building under ASCE 41 and retrofitting it to the required performance level. The engineer determines the triggers during the code analysis.
How are new stair and elevator openings cut into old concrete floors?
The floor is temporarily shored on both sides of the planned opening, the concrete is saw-cut to the engineered dimensions, and new steel headers and trim reinforcement are installed to carry the interrupted load paths to adjacent supports. Shaft walls are then built with their own foundations or verified support, and the sequence is designed so the building remains stable at every stage.
Who permits a factory conversion in Detroit versus the suburbs?
Within Detroit, the Buildings, Safety Engineering and Environmental Department reviews the project under the Michigan building code with city amendments. Suburban municipalities such as Dearborn, Warren, or Hamtramck run their own departments with their own submittal requirements and timelines. Unincorporated Wayne County sites go through the county. The authority having jurisdiction decides approvals in each case.
