What Does Cold Storage Refrigeration Commissioning Require?

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

Cold storage commissioning requires pre-startup inspections, functional performance testing against written acceptance criteria, trend-data verification, operator training, and a complete documented turnover.

I'm Jeremy Mills, CEO & Founder of Apex Grid Engineering and a U.S. Air Force veteran. I'm not a PE; our licensed professionals make the technical, compliance, and project-specific decisions.

Pre-startup inspection and system readiness

Before anything is energized, the commissioning team verifies the installation against the design: pressure tests witnessed and documented, evacuation levels confirmed, refrigerant charge weighed in and recorded, controls wiring checked point to point, and every safety device — pressure relief, gas detection, emergency ventilation — installed and functional. The inspection also confirms the unglamorous details that cause most startup failures: traps and slopes in refrigerant piping, strainers in place, valves accessible and correctly oriented, sensors located where they can actually sense. Nothing starts until the readiness checklist is complete, because starting a system with known deficiencies just burns the deficiencies into the operating record.

Functional performance testing under load

Functional testing proves each system does what the sequence of operations says it does. The team runs pull-down tests from ambient to operating temperature and records the time against the design expectation; verifies temperature uniformity across the space with mapped sensors; exercises every control mode including part-load, staging, and failure responses; and runs complete defrost cycles to prove initiation, termination, and drainage. Alarms are triggered for real — not simulated — to prove the notification chain works. Energy performance gets its own verification: the plant's power draw at known loads is compared against the design model so the owner knows the efficiency they were promised is the efficiency they received.

Cold storage commissioning checklist

Commissioning is complete when the plant has proven itself in writing, not when the last startup tech leaves the site. The acceptance criteria should be defined in the contract documents, before construction. • Written commissioning plan with measurable acceptance criteria for each system • Pre-startup inspections covering pressure tests, charge, wiring, and safety devices • Functional testing of pull-down, uniformity, controls, defrost, and alarms under real loads • Trend-log review proving stable control over sustained operating periods • Operator training and a complete as-tested documentation turnover

What else do project teams ask?

When should commissioning planning start?
In design, not after construction. The commissioning scope, acceptance criteria, and responsibilities need to be in the contract documents so the installing contractor prices and plans for them. Commissioning introduced at the end of construction becomes a negotiation about what can be skipped; commissioning specified up front becomes a contractual deliverable.
How is commissioning different from startup?
Startup gets the equipment running; commissioning proves it performs. A startup technician confirms the compressor starts and the space gets cold. Commissioning verifies pull-down time, temperature uniformity, control stability, defrost effectiveness, alarm function, and energy performance against written criteria — and documents the results. Startup is a contractor task; commissioning is an owner protection.
Who should perform the commissioning?
An independent party with refrigeration expertise who did not install the systems — independence is what makes the verification credible. The commissioning agent works from the design intent, witnesses the testing, and reports to the owner. The installing contractor participates and fixes deficiencies, but does not grade their own work.
What documentation should commissioning produce?
The commissioning plan, pre-startup checklists, functional test procedures and results, the issues log with resolutions, trend data demonstrating stable operation, the final systems manual with as-programmed sequences and setpoints, and training records. That package is the facility's operating baseline for its entire life.
