How Are Clearwells Designed for Drinking Water Disinfection?

CT credit and baffling geometry

The volume calculation serves the disinfection rules first: the required CT at the design disinfectant residual, evaluated at the peak hourly flow and the minimum credible water level, sets the effective volume the baffling must deliver. The baffle layout — serpentine walls dividing the basin into long passes — is designed for a high baffling factor, with the inlet diffusion and outlet collection detailed so the flow cannot shortcut across the basin. The design documents the baffling factor basis and the CT calculation at the full range of operating levels, because regulators review the math and the built geometry must match it.

Structure, storage, and operations

The structural design handles the buried-reservoir load set: exterior soil and groundwater pressure, interior water pressure, roof loads from the cover and surface use, buoyancy when dewatered, and seismic forces — with the foundation and walls detailed for the water table the geotechnical investigation establishes. Storage sizing beyond the CT volume covers the operational storage the distribution system needs: equalization, fire flow, and emergency reserve, coordinated with the elevated and ground storage elsewhere in the system. Operations get the level instrumentation, the overflow routed safely away, the drain-down provisions, and the interior access — hatches, ladders, ventilation — that make the required inspections and cleanings routine rather than heroic.

A clearwell protects public health when the disinfection math, the hydraulics, and the structure are designed together. What is the difference between a clearwell and a chlorine contact basin?
They share the disinfection-contact purpose, but a clearwell also stores finished drinking water for the distribution system — it is a reservoir with a disinfection job. A wastewater contact basin exists only for disinfection before discharge. The clearwell's dual role means its volume serves both the CT calculation and the system's storage needs, and its materials must meet drinking water standards.
Why does the minimum water level control the design?
Because contact time is volume divided by flow — at the minimum operating level the volume is smallest, and at peak flow the time is shortest. The design must prove CT compliance at that worst combination. A clearwell that meets CT when full but not when drawn down fails exactly when the system needs it most.
How are clearwells kept clean?
With the access designed in: hatches and interior ladders for entry, ventilation for safe working conditions, washdown water, and drains that empty the basin fully. Sediment accumulates in any stored water over time, and the design provides both the means to clean and the isolation valving that lets the plant take the clearwell offline without interrupting supply — usually by coordinating with other system storage.
Can a clearwell be built above ground?
It can, but buried or partially buried is typical: the earth cover moderates temperature, protects the water from sunlight and contamination, and the structure resists the loads well. Above-ground clearwells need the same baffling and CT design with additional attention to temperature effects on disinfection and to the structural design for the exposed condition. The siting follows the plant layout and the hydraulic grade line.
