How Does Engineering Permitting Work in Brevard County?

By Jeremy Mills, CEO & Founder, Apex Grid Engineering — USAF Veteran. · Updated 2026-09-15

Unincorporated Brevard County — including all of Merritt Island — permits through the county's Planning and Development Department; Titusville, Cocoa, Melbourne, Palm Bay, and the beach cities run their own departments. Coastal wind, CCCL review, lagoon and ocean flood zones, and aerospace-industrial projects define the engineering under each AHJ.

Merritt Island: The County's Largest Unincorporated Jurisdiction

Merritt Island's size and complexity make it the defining case for understanding Brevard County permitting. With tens of thousands of residents and no municipal government, every building permit on the island runs through the county — waterfront estates, commercial corridors, and industrial sites alike. The island's eastern shore faces the Atlantic with full coastal exposure, while its western shore fronts the Indian River Lagoon; flood zones, surge zones, and wind requirements vary across the island, and the engineer designs to the parcel's specific maps. The portions of the island near the beach face the CCCL's state review seaward of the line, layered on the county's building and floodplain review. Foundations in the coastal zones go deep or elevated where surge and erosion demand it, and the lowest horizontal structural member sits above the design flood elevation in the high-hazard zones. These are technically demanding residential and commercial projects, and the county's reviewers apply the coastal provisions with the attention the exposure warrants. Because there is no city layer, county standards are the only local standards on Merritt Island — which simplifies the AHJ question but concentrates the review. The county's checklists, floodplain administration, and inspection scheduling are the whole local process. Owners accustomed to dealing with a city building department should expect the county's scale of operation: thorough, systematic, and driven by published standards rather than informal relationships.

Aerospace Corridor: Industrial Engineering With Mission Requirements

The Space Coast's aerospace economy produces facilities unlike typical commercial construction. Launch-support buildings, payload processing facilities, and aerospace manufacturing plants combine large clear spans, heavy crane loads, specialized MEP — clean rooms, precise environmental controls, high-reliability power — and security requirements that shape site layout and building access. The structural engineer designs for Florida wind with the added mass and equipment loads these facilities carry, and the MEP engineer delivers systems with redundancy the mission demands. These projects permit through the normal AHJ — the county or the applicable city — for building code compliance, while the owner's program requirements run as a parallel design driver. The engineering team must satisfy both: the building official checks code compliance, and the owner's technical team checks mission compliance. Drawings and specifications need to serve two reviewers with different concerns, which means exceptional clarity in the construction documents. The surrounding commercial growth follows the aerospace economy. Housing, retail, hospitality, and office development across Titusville, Cocoa, Melbourne, and Viera bring the county's standard coastal review load — wind, flood, stormwater — at high volume. The St. Johns River Water Management District permits surface water systems separately from local site review, and the county's flat terrain and high water table make stormwater design a defining civil element on nearly every greenfield project.

What else do project teams ask?

Is Merritt Island a city with its own building department?
No. Merritt Island is unincorporated Brevard County, and all building permits there run through the county's Planning and Development Department. Its size surprises people, but jurisdictionally it is county land.
What coastal reviews apply on Brevard's barrier island?
High design wind speeds, wind-borne debris requirements, FEMA flood zones with elevation and enclosure rules, and Florida Department of Environmental Protection review for construction seaward of the Coastal Construction Control Line — on top of the city or county building permit.
How does the Indian River Lagoon affect project review?
The lagoon's flood zones trigger elevation and floodplain requirements for shoreline projects, and its environmental sensitivity adds scrutiny to stormwater and site design. The water management district's stormwater criteria protect the lagoon system.
Who permits aerospace facilities in Brevard County?
The building code permit runs through the applicable city or the county AHJ, same as any commercial project. The facility's mission-specific requirements are an additional design driver reviewed by the owner's technical team alongside the code review.
